The people behind the pools.

John Oakes

Co-Founder

John Oakes

John brings more than 25 years of construction experience to Oak Wells Aquatics. He began in the pool industry in 2005 shooting gunite, then spent several years in heavy civil construction building highway crash walls and pavement. That work grounded him in structural concrete and large-scale jobsite management.

He earned his pool contractor license in 2010 and has been part of Oak Wells Aquatics since its beginning in 2014. He helped grow the company from structural excavation and shotcrete work into full residential and commercial pool construction.

Today John leads the field side of the business. His command of construction management, jobsite coordination, and quality control sets the standards that guide every Oak Wells build, from layout to final inspection.

Building in Northeast Florida

What’s different about building a pool here, and what we check before we design.

  • Landscape design blueprints for a pool and backyard, with a finished pool and house visible in the background.

    Permitting

Your mailing address decides who permits your pool. Jacksonville Beach, Atlantic Beach, Neptune Beach, and Baldwin permit on their own, as do St. Johns, Clay, and Nassau counties. Inside city limits, septic lots need Health Department sign-off, and Riverside, Avondale, Springfield, and parts of San Marco need a Certificate of Appropriateness first.

  • Excavated pool with visible soil layers and standing water, soil samples in the foreground, and a marsh with trees in the background.

    Ground and groundwater

Most of Duval and St. Johns is sand that builds easily. Along the river, the Intracoastal, and the marshes, filled ground can hide peat or muck, and the water table often sits above the pool bottom. Those lots get soil borings, dewatering, and sometimes piles. Up toward Nassau, we hit clay.

  • Design materials for a pool and landscape project, including a rendering, blueprint, and tile samples, on a table in a backyard.

    HOA review

In Nocatee, Oakleaf, Julington Creek Plantation, Wildlight, and most St. Johns and Clay communities, the architectural review board comes before the permit. Send us your design guidelines early and we’ll build the submittal package around them.

  • Screened pool and outdoor living area with a hot tub, in-pool lounge chairs, and a covered patio with furniture and a TV.

    Screen enclosures

Optional here. Unlike Central and South Florida, plenty of pools in this area are open to the sky. It mostly comes down to tree cover and the population of bugs. Coastal lots in Nassau and eastern St. Johns carry higher wind-speed requirements, which affects enclosure cost.

  • A grey and black Jandy JXi pool and spa heater with a digital control panel.

    Swim season

Comfortable unheated from about April through October. A heat pump or gas heater stretches that across most of the year, which makes heating a bigger upgrade here than farther south.

FAQs

Answers from our local team. Talk with us about your property, your plans, and what to expect before your project begins.

How do I get started on designing my new in-ground pool?

Start with a conversation about your backyard, how you want to use the pool, and your budget. We’ll help you explore the design, features, and next steps so you can make an informed decision.

How long does a pool build take in Jacksonville?

The schedule depends on the design, site conditions, permitting, and weather. Talk with us about your property and plans so we can discuss a realistic timetable for your project.

Do you handle permitting in Duval and St. Johns counties?

Yes, along with Clay and Nassau. Most of Duval goes through the City of Jacksonville’s Building Inspection Division, but the beaches and Baldwin permit independently. We confirm which authority covers your lot and handle the submittal.

Do you work with HOAs and architectural review boards?

Yes. Most boards require the homeowner to submit, so we prepare the complete package for you — site plan, layout, elevations, materials, equipment locations, and drainage.

Can you build on a riverfront or marsh-front lot?

Yes, regularly. Those lots often need soil borings, dewatering, and sometimes piles. It’s more engineering up front, not a reason to say no.

What kind of pool area amenities can Oak Wells install?

We design complete pool environments, including spas, water features, poolside patios, seating, lighting, and surrounding outdoor spaces. We’ll help you explore options that suit your property and the way you want to use it.
